Our Executive Team
Dr Delroy Beverley CMgr CCMI - Group Chief Executive
Delroy is our group chief executive. He has a passion and commitment for reducing social and economic inequality across the housing sector and ensuring that no one - regardless of background, race, gender or circumstances - gets left behind and is able to fulfil their potential.
Delroy has more than 25 years of senior executive experience in business and leadership across a variety of sectors. These include social housing, charity, health, local government, education, and the arts. Most notably, he has served on the Boards of significant UK government organisations, including, Ofqual and the British Library where he also chaired the Board Audit Committee. He is currently Regional Chairman (Yorkshire and North East), for the Institute of Directors (IoD), and Chartered Management Institute (CMI).
In 2018, he was a member of the Executive team at Nottingham City Homes, which won UK Landlord of the Year. In addition, Delroy was named by Inside Housing as one of the UK’s top 10 outstanding Black housing professionals for his business leadership achievements and commitment to inspiring the next generation.
In 2023, he was awarded the prestigious, Doctor of Letters by the University of Warwick in recognition of his significant contributions to the intellect, cultural and economic life of communities.
As the most senior executive of FCHO, Delroy has full authority over all FCHO’s resources as is necessary for the efficient management and execution of the organisation’s delivery of great homes, neighbourhoods and services for our customers and communities in Oldham and beyond. He is also the principal advisor on matters of policy to FCHO’s Board.
Anne McLoughlin - Interim Assistant Chief Executive – Homes, Neighbourhoods and Development
Our Interim Assistant Chief Executive – Homes, Neighbourhoods and Development, Anne McLoughlin, has extensive experience leading across housing management, responsive repairs, strategic asset management and development at a national, regional and local level.
She graduated from the University of Manchester with a BA (Hons) degree in Social Science.
Her career is built on a fundamental commitment to valuing diversity and tenant empowerment. She has delivered the highest levels of customer satisfaction and prize winning energy efficiency capital projects at scale.
All this has been achieved through leading teams who are happiest when they are doing their best.
Andy Ewart - Interim Assistant Chief Executive - Business Services
Our Interim Assistant Chief Executive - Business Services, Andy Ewart, is a qualified chartered accountant with an MBA from Manchester Business School who began his career in the financial services sector before progressing to senior roles within the higher education and not-for-profit sectors.
Andy has worked for FCHO since 2019 and holds responsibility for FCHO’s colleagues and resources associated with Finance, ICT, Governance, Risk and Assurance, People and Culture, Marketing and Communications, Health and Safety, Transformation, ensuring the organisation is on a firm financial and compliant footing.
Andy also holds the position of non-executive director at Southway Housing Trust and makes up part of their risk and audit committee.
Amanda Clarke - Interim Director of People and Culture
Our Interim Director of People and Culture, Amanda Clarke, has spent over 25 years scaling businesses through recruitment, talent acquisition and leadership development and transforming client organisations through forward-thinking HR and Organisational Development infrastructures in rapidly changing environments.
She has an MBA from Manchester Business School.
Amanda will provide strategic oversight and direction for all People and Culture strategies, with a focus on cultivating a culture that promotes productivity, creativity, learning, innovation, and growth, along with employee engagement to foster an inclusive and collaborative work environment.

Our Director of Development, Joel Owen, has 18 years’ experience working in the housing sector, holding previous senior roles at the Joseph Rowntree Foundation and Housing Trust, as well as Yorkshire Housing.
Joel holds responsibility for delivering FCHO’s Development Strategy which will see over 1,100 new affordable homes delivered across Oldham, Rochdale, Tameside, Kirklees, Calderdale by 2026.
Joel is also a non-executive director at Leeds-based homeless charity, St George’s Crypt CIC, a trustee of Abbeyfield York Society and a Board Member at Connect Housing.

Our Director of Governance, Risk and Assurance, Juliet Craven, has over 35 years’ experience in the housing sector, including working for various housing associations for the last 18 years.
Juliet is responsible for overseeing FCHO’s Legal Services and Assurance teams. Her background includes corporate and Board governance, risk, internal audit as well as reputation and quality assurance.
She is FCHO’s Company Secretary, supporting the Board and overseeing compliance with the Regulator of Social Housing’s expectations.

Our Director of Customer Services, Kelly Webb, is responsible for providing leadership to the operational management teams including FCHO’s Community Services team, Contact Centre, Neighbourhood Services, Neighbourhood Care (estates caretaking and grounds maintenance), and Stronger Communities.
Kelly has 20 years’ experience working in social housing and has held several senior and frontline delivery roles and is passionate about ensuring the delivery of high-quality services to our customers.

Our Director of Assets and Sustainability, Steve Mather, is responsible for ensuring our customers live in homes that are safe, high quality and sustainable.
He oversees FCHO’s Asset Management strategy, Investment Delivery, Property Safety and Property Care services. Steve is also responsible for the delivery of FCHO’s Sustainability Strategy.
Steve has worked in the housing and regeneration sectors for over 30 years and has experience across all aspects of asset management and property-based services.
